Mark is a housing professional who specialises in homelessness legislation. He has worked with housing authorities and registered providers for nearly twenty years as well as providing guidance and advice for charities, justice agencies and health trusts.

He has been at the forefront of Government programmes such as the Mortgage Rescue Scheme and was part of the Northern Ireland Task Force on negative equity. More recently, he has been coordinating the implementation of the Duty to Refer legislation as part of the Governement’s Rough Sleeper’s Initiative (RSI) covering Dorset. He is the author of the Dorset Duty to Refer protocol along with other guidance for MoJ agencies supporting vulnerable, homeless offenders.

Mark is the author of the Pinkerton Road trilogy and The Boatman’s Dog – novels that are set in the urban underbelly of society that draw on his own experiences.
