Frances Flaxington

Senior Associate - Innovation Unit and Member, The National Crime Agency Independent Ethics Reference Group

Frances has worked across the public and voluntary and community sectors, focusing on children’s social care and the criminal justice system. She is currently a Senior Associate for Mutual Ventures and the Innovation Unit supporting councils, charities and partners to test and adopt and adapt approaches that support vulnerable children and young people. This includes Coaching the 8 Staying Close Pilots supporting children before and after they leave their Children’s Home that is now being scaled nationally. Frances is supporting a Pilot that is drawing together professional and personal networks for care experienced young adults serving prison sentences. She also facilitates reflective practice group discussions for Senior Probation Officers in Greater Manchester.

Frances is a member of the National Crime Agency’s Independent Ethics Reference Group.   Previous roles include Deputy Chief of HM Inspectorate of Probation, Senior Civil Servant focused on improving services for victims, reducing re-offending and then to establish community services for women offenders and Strategic Director for vulnerable children and families at Catch 22 delivering services and testing innovative approaches.
